The Department of Science and Technology Region V (DOST V), in partnership with the Philippine Council for Industry, Energy and Emerging Technologies Research and Development (DOST-PCIEERD), formerly named as the Philippine Council for Industry and Energy Research and Development (DOST-PCIEERD), conducted a three-day Seminar-Workshop on Research Conceptualization and Proposal Packaging in October 2005 at Divine Word College of Legazpi (DWCL), Legazpi City. It was an activity participated in by the heads, research directors and researchers from selected government and private entities and Research and Development (R&D) institutions where they conceptualized and discussed the organization of a regional consortium that will serve as DOST-PCIEERDโs arm in Bicol region. Thus, during the last part of 2005, a series of meetings was organized to pursue the formation of the Bicol Consortium for Industry and Energy Research and Development (BCIERD).
During its formal organization on 19 December 2005 at Camarines Sur Polytechnic Colleges (CSPC), Nabua, Camarines Sur, representatives from 16 key government agencies, state universities and colleges (SUCs), higher education institutions (HEIs) and private organizations in the region sealed their commitment to uphold the goals of BCIERD through a Memorandum of Agreement. As unanimously agreed by the body, CSPC shall serve as the base agency of BCIERD.
Since its first year of operation in 2006 until today, funds utilized to support the various activities of BCIERD came from DOST-PCIEERD, CSPCโs counterpart as base agency and the annual contribution of its members. Activities conducted are part of BCIERDโs proposal to PCIEERD which includes seminars, trainings, benchmarking activities, and the implementation of R&D projects. Adoption of the name Bicol Consortium for Industry, Energy and Emerging Technology Research and Development (BCIEERD) was agreed by the Coordinating Council last July 28, 2015 at Divine Word College of Legazpi (DWCL). Today, BCIEERD is composed of 28 member-agencies which are supportive to its goal of providing better solutions and addressing regional development challenges along food development and security, technology support to native product industries, alternative energy source and disaster risk reduction and management.
