The Department of Budget and Management (DBM) has released the results of the Annual Agency Performance Review (APR) for Fiscal Year 2024, which serves as the yearly “report card” of government agencies, including State Universities and Colleges (SUCs) across the country.
Among the SUCs nationwide, four institutions earned the highest rating of 5.00 or “Outstanding”—Biliran Province State University, Cagayan State University, Davao del Sur State College, and President Ramon Magsaysay State University. Their exemplary performance reflects efficient budget utilization, strong delivery of academic and research targets, and effective revenue generation.
In the Bicol Region, Camarines Sur Polytechnic Colleges (CSPC) secured the Top 2 spot, earning a performance rating of 4.60 (Very Satisfactory). This strong performance underscores CSPC’s commitment to fiscal efficiency, academic excellence, and impactful developmental initiatives. The result also highlights the college’s ability to maximize government resources to deliver quality education, research outputs, and community services.
CSPC’s performance placed it just behind Partido State University, which garnered the top spot in the region with a score of 4.66. Other Bicol SUCs that achieved a “Very Satisfactory” rating include Catanduanes State University (4.00), Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (4.00), and Sorsogon State College (4.45).
The APR evaluation, conducted under the Budget ng Bayan Monitor, assessed both the financial and physical performance of SUCs, measuring budget utilization, timeliness and quality of reports, as well as the alignment of completed programs and projects with institutional objectives.
With its consistent gains, CSPC continues to strengthen its role as one of the leading SUCs in the Bicol Region, driving academic growth, research productivity, and community development while upholding accountability and transparency in public resource management.
