The Camarines Sur Polytechnic Colleges (CSPC), in collaboration with the Department of Science and Technology Region V (DOST V); and the Local Government Unit (LGU) of Pasacao signed a Memorandum of Agreement (MOA) for the development of the latter’s e-Governance Systems, a significant step towards enhancing local governance through technology, and CSPC’s first commercialized research-based project. The event took place on August 12, 2024; at the Sangguniang Bayan Conference Room of LGU Pasacao.
Mr. Benedict P. Fabi, Statistician I at LGU Pasacao, highlighted the importance of the MOA in the context of the iSTART Sustainable Cityhood Program, which began with a planning workshop on February 26, 2021. Fabi emphasized the critical milestones leading up to the signing, including the presentation of the e-Governance project to the Sangguniang Bayan and concerned department heads on September 4, 2023; and March 25, 2024; respectively. He noted that the iSTART consultation meeting on May 16, 2024; was pivotal in achieving the goal of integrating e-Governance technology within the LGU.
On the part of CSPC, present were SUC President III Dr. Amado A. Oliva, Jr., Vice President for Research, Extension, Production, Entrepreneurial Development (VPREPED) Dr. Challiz D. Omorog, Director of the Center for Production and Entrepreneurial Development Services (CPEDS) Engr. Jose Eduardo B. Cerillo II, and e-Governance programmers Mr. Philip Alger M. Serrano and Mr. Carlo V. Panizal. Ms. Tiffany Lyn O. Pandes and Ms. Bernadette Grace B. Delgaco also joined the team.
On the part of DOST-V, present was Senior Science Research Specialist Ms. Bituin Celevante, representing Provincial Science and Technology Director Ms. Patrocino N. Felizmenio.
On the part of LGU-Pasacao, present were Pasacao Municipal Mayor Hon. Jorge R. Bengua and Municipal Planning and Development Coordinator (MPDC) EnP. Noel Julito T. Ciudadano.
Both Oliva and Bengua delivered messages of support and cooperation, while Ciudadano gave the closing remarks.
Following the MOA signing, the project team is expected to finalize the schedule of activities based on the Project Gantt Chart to ensure the successful implementation of the e-Governance system in Pasacao.
