The Camarines Sur Polytechnic Colleges (CSPC) officially launched its University Policy Hub (UniPHub) on April 30, 2026, introducing an AI-powered platform designed to improve access to institutional policies and support data-driven governance.

The launching ceremony was held at the ASOG TBI Center, 3rd Floor of the CITD Building, bringing together university officials, project stakeholders, and representatives from partner agencies.
UniPHub features an AI-driven question-and-answer system using Bidirectional Encoder Representations from Transformers (BERT), enabling users to quickly retrieve, understand, and evaluate university policies.

The initiative is formally titled โ€œUniversity Policy Hub with AI-Driven Question & Answering using BERT and Data Analytics,โ€ a project funded with a total amount of Php 1,000,000.00 under the Good Governance through Data Science and Decision Support System (GODDESS) program of the Department of Science and Technology โ€“ Philippine Council for Industry, Energy, and Emerging Technology Research and Development.

The program opened with welcome remarks from Harold Jan R. Terano, Director of the Research and Development Services Office, who emphasized the importance of centralized and accessible policy systems in higher education institutions.

In her message, Challiz D. Omorog, Vice-President for Research, Innovation, and Commercialization, highlighted how digital innovations such as UniPHub can enhance administrative efficiency and strengthen institutional compliance.

This was followed by an address from CSPC President Amado A. Oliva Jr., who underscored the universityโ€™s commitment to leveraging research and technology for organizational development.

A message of support was delivered by Niรฑaliza H. Escorial, who reaffirmed the agencyโ€™s commitment to supporting innovative, data-driven solutions in governance. She was joined by Ms. Glenda Dorcas T. Sacbibit, Supervising SRS of HRIDD, and Mr. Jhon Paul Gervacio, PTA IV of HRIDD. The funding agency was later recognized through the awarding of a plaque of commendation.

The highlight of the event was the official unveiling of the University Policy Hub, symbolizing CSPCโ€™s move toward digital transformation in policy management. This was followed by the introduction of the project by Project Leader Joseph Jessie S. Oรฑate, who discussed the systemโ€™s objectives and its role in addressing fragmented policy repositories within the university.

A live walkthrough of the platform was conducted by Project Developer Allan O. Ibo Jr., demonstrating its core features, including AI-assisted query responses, citation of relevant policies, and user feedback mechanisms for response evaluation and continuous improvement.

The UniPHub project was developed by a multidisciplinary team composed of Project Leader Mr. Joseph Jessie S. Oรฑate; Project Staff Level III (Programmers) Mr. Allan O. Ibo Jr. and Mr. Vincent T. Cortez; Project Staff Level III (Researcher) Ms. Kaela Marie N. Fortuno; Project Administrative Aide I Ms. Maria Daisy R. Belardo and Ms. Mariane Christine C. Lico; and Project Graduate Student Intern Ms. Jillian Lourdes N. Orante.

In his closing remarks, Oรฑate emphasized the project teamโ€™s commitment to sustaining and enhancing the platform to better serve the university community.

With the launch of UniPHub, CSPC strengthens its position as a forward-looking institution embracing artificial intelligence and data analytics to promote transparency, efficiency, and informed decision-making in higher education governance.
