IPDO, Budget Office spearhead 2021 In-House Operational Planning, Budgeting Workshop

The Camarines Sur Polytechnic Colleges (CSPC) through the Institutional Planning and Development Office and Budget Office organized the 2021 In-House Operational Planning and Budgeting Workshop on August 28, 2020

Dr. April Z. Luzon, Director of Institutional Planning and Development Office, kickstarted the event with her welcome remarks and statement of purpose. In her talk, she mentioned that planning is viewed as a means of effecting unity, harmonizing efforts in terms of identifying priorities and popular interests, as well as achieving operational economy, efficiency, and effectiveness in the delivery of public service.

“Budget is what gives flesh and bone to Pres. Choy’s administration, and our plans to make it humane.  Proposals should then reflect the administration’s policies such as excellent and practical education; industry 4.0 ready graduates; and regional development in support of the 2019-2028 Strategic Development Plan, Philippine Development Plan (PDP), and the priority programs and projects contained to address Ambisyon Natin 2040,” she added.

Subsequently, Dr. Charlito P. Cadag, the College President, reiterated the rendered accomplishments of the Institution in August 2020 through his message. He made mention of the challenges hurdled by the College amid the global crisis posed by the CoViD-19 pandemic, namely, the Remote ISO 9001:2015 Certification held last August 04, 2020 that resulted in the recommendation of certificate retention, the simultaneous CHED-ROV On-site Visit and RQAT Evaluation held last August 12, 2020 relative to CSPC’s conversion to the Polytechnic State University of Bicol (PSUB) which had a promising result, and the conduct of the International webinar on Institutional Strategic Planning and Mentoring session in partnership with the Commission on Higher Education International Affairs Staff (CHED-IAS) through the office of International Linkages and Public Affairs held last August 18-20, 2020.

“As CSPC launches this wide-ranging effort to envision our goal for the 2021 Operational Planning and Budgeting Workshop, propelled by its mantra ‘Pivoting Excellence and Transformation in Polytechnic Education’, and in spite the difficulties brought by the CoViD-19 pandemic, we will remain steadfast in our commitment to bring our institution to its pinnacle and soon be regarded as a full-fledged University. Our action points can be fulfilled through established consideration of what we desire to achieve for 2021”, he declared.

Further, Dr. Cadag restated his acrostic for PSUB as; Passion for Service, Social Responsiveness for multi-faceted challenges, Unity in Excellence, Building societies for development, as the CSPC’s pillars of action.

The workshop was preluded with Dr. Luzon’s presentation of the Midyear Accomplishments Report based on Approved Operational Plan and Status of 2020 Performance Based-Bonus, followed by the Director of Quality Assurance and Management System, Mrs. Marivel F. Paycana’s discussion on Quality Assurance Concerns, Performance Gaps and Variances as well as the Program Accreditation, Institutional Accreditation, ISO 9001:2015 Certification, and the Center of Development.

Also, the Director of Physical Plant and Facilities Management Services, Engr. Henry P. Turalde, presented the status of the 2020 projects and 2021 – 2025 proposed infrastructure projects.

In the afternoon, Mrs. Shirley M. Illo, CSPC Budget Officer, explained the 2021 Budget per National Expenditure Program (NEP), 2021 Income Allocation, CY 2020 Budget Status, and Input on the Philippine Budgeting Reform.

The workshop endeavors for the heads of offices to plot the budget according to the agency’s mandate. Individual accomplishments of all the offices in the College shall contribute in attaining the unanimous success of the administration.

The attendees were the College President, three Vice Presidents, Directors, Deans, and Unit Heads.
