A Taste of CSPC's Sweet Metamorphosis
A Chinese proverb states, “Behind an able man, there are always other able man.” The truth is that teamwork is at the heart of great achievement and the accomplishment of our humble Camarines Sur Polytechnic Colleges is the product of the teamwork among all the college officials, teaching and non-teaching personnel, students, and other stakeholders. In fact, nothing comes easy but everything is possible to those who dream, persevere, and continues on making dreams come true.
Inside the Tough Confines
The continuing aspirations of the college in its journey to academic excellence and it echoes the Colleges’ triumph in instruction, research, extension, and governance reveal the intelligent ideas and admirable values of passion for education and excellence by the entire CSPC community.
We are guided by our vision to be the regional center of excellence in polytechnic education and have grown stronger living with our mission, goals and objectives and quality policy.
As a proof, we have accomplished so many things in the past 6 years:
The College pushed stronger for Program Accreditation with most of its undergraduate programs are Level III or 100% of the accreditable programs are AACCUP accredited.
Recognizing the need for technical and vocational skills, CSPC was accredited by the Technical Education Skills and Development Authority (TESDA) as an Accredited Assessment Center to respond to the challenge of ASEAN Integration.
We expanded curricular offerings from the initial 11 programs in 2011 to 17 programs in 2017. The need for arts and science was also given emphasis, hence, the birth of the Bachelor of Technical Teacher Education, Tourism Management, Entrepreneurial Management, AB English Language and AB Mathematics.
The increasing number of enrolment is a testament that we hold true to our vision to provide the best education and service to our students. Proportionally to the increasing enrolment, graduates also rose 26 % higher from 2011 to 2016.
The College produced a significant number of placers and topnotchers for the last six years giving impetus to quality teaching and learning. CSPC has been acclaimed and awarded by the PRC as Top Performing School in Midwifery in 2011, 2012, and 2015 and was acclaimed by the Local Government Unit of Nabua as ‘The Home of Placers and Topnotchers in the Rinconada Area.
Fluttering towards Excellence
Living with its vision to be excellent in all ways, CSPC pushed for ISO Certification with TUV SUD. Every year, the college has submitted for re-certification and successfully passed audit reviews. The College was 1st ISO Certified Institution in the Rinconada, and 2nd in Bicol Region. At present, the college is working on the transition of ISO 9001:2008 to ISO 9001:2015 standards – another bold undertaking by the college.
We envisions to be global to address ASEAN Integration. On the occassion of CSPC’s 34th Charter Anniversary Celebration, the ceremonial launching of ASEAN flags was hoisted to pave understanding of ASEAN culture and ties. Students access to international seminars were also opened. In fact, for 2016, 3 students attended a Youth APEC Conference in Singapore, 1 in Beijing China, 1 in Japan, 2 in Kuala Lumpur for a TESDA International Skills Competition. An upcoming MOA Signing with Rajamanjala University in Bangkok Thailand will be another proof of our internationalization initiatives.
CSPC also takes pride in investing in human resource through the career development program. From 2011 to 2016, a total of 26 faculty were provided scholarships in premier universities in the Philippines, while 10 faculty and staff were provided financial assistance for their dissertations and theses. Aside from the College CDP, 7 Faculty were also sent for scholarship through the CHED Kto12 Program.
Our research initiatives are supportive to instruction, extension services and resource generation of the College and ventured on technology researches which address the needs of the community.
Research Incentives are also given to faculty and staff to assist the researchers complete their study by giving financial assistance, time-off and equivalent work-load deloading.
Publication was also intensified, and in fact, got even tedious, in CHED accredited journals and publications. Research presentations on the other hand was widely entertained in local, regional, national and international paper presentations. At present, CSPC pushes to enliven the rich culture of Rinconada through its Rinconada Studies and to provide solution to the decade-old problem on flood and environment catastrophe. As a base agency of Bicol Consortium for Energy Research and Development, CSPC aims to respond effectively to the needs and industries in the Bicol Region and enhance their productivity and effectiveness.
The rapid infrastructure development also paved way to provide to the students and stakeholders their clamor for state-of-the-art facilities.
Major projects implemented charged under the GAA are the: 3 Storey Academic Green Building, Center for Innovation and Development Technology, Expansion of Library Building, 3 Storey Supply and Property Building, 2 Storey Multi-Purpose Building, Completion of Covered Court/Gymnasium, and Renovation of College Auditorium. Projects charged under Income are also significant with almost an average of 10 projects per year.
The Radiance of Upswing and Transformation
To strengthen its extension programs, it created tie-ups with government and non-government organizations. In six years’ time, its extension linkages extended to from 15 in 2011 to 43 in 2016.
The by-line for its extension programs’ CSPC CARES is the heart of all extension activities. Skills Trainings were provided to more than 10,000 in the last six years. Outreach activities and advocacy programs are still part of CSPC’s service to the community.
CSPC’s advocacy for the 30-Mil na Pananom sa Rinconada in the Rinconada Area and which have earned the support and adulation of external agencies. In fact, CSPC was awarded as Saringaya Awardee and Best Eco-Friendly School in Bicol Region in 2014 and 2015.
Funding support from the Department of Social Welfare and Development amounting to 4 Million pesos in 2016 also helped the provision of training services to the community. The downloaded amount was spent for the trainings of Out-of-School Youth and were later certified as TESDA Competent.
The accomplishments and performance of CSPC for the 6 year period reveals a laying foundation and trajectory for University hood, ASEAN Integration, and globalization while working on a niche that is relevant and responsive to the Rinconada area.
Way Forward for 2018
Our application for Universityhood can also been initially launched although greater heights are still to be surmounted to achieve such goal. But with great determination, we aspire to be the premiere polytechnic university in the region.
Today, as we welcome greater challenges ahead of us, we will be more inspired to be an advocate of excellence and embrace chance. Yes, change is coming, but we have started it long time ago. We will brace to the idea that Excellence is not an act. It is a habit.
As we move forward to another journey, let us look forward and think what we can do best to achieve the goals of the College.
Over and above, we will prepare our humble College to be the POLYTECHNIC UNIVERSITY IN BICOL for the future generation and leaders. There is no stopping that we shall be a par with all the leading Universities in the Philippines.
How to get there?
From the metamorphosis of CSPC and as your President, I realized that the world has never seen a great leader who lacked commitment. If you want to be an effective leader, you have to be committed. True commitment inspires and attracts people. It shows them that you have conviction. They will believe in you if you believe in your cause. The true nature of commitment can be observed: 1) Commitment starts in the heart; 2) Commitment is tested by actions; and 3) Commitment opens door to achievement.
The 6 years as indefatigable leader taught me that, ‘Commitment is the enemy of resistance, for it is the serious promise to press on, to get up, no matter how many times we are knocked down, keeps our dreams alive.”
With all these targets ahead of us, I am EMPOWERING ALL THE COLLEGE OFFICIALS especially my two VPs, – Dr. Teresita B. Salazar and Mr. Ferdinand B. Valencia together with all of you gathered here who, I have personally chosen by reason not just of trust and confidence – but of COMPETENCE!
By empowering, I am giving people power: giving all of you the ability, to make, to do, to act! I believe that effective leadership entails empowering people: enabling them to do what needs to be done to pursue a vision, mission, objectives or strategy.
For this years’ Planning and Budgeting Workshop, we will adopt the RIGHT TO LEFT PLANNING. When we talk about RIGHT TO LEFT PLANNING, we are stressing that WE BEGIN at the end or at the right side of the page and end at the beginning or the left side of the page. This brings us to the most important dictum of strategic planning: ALWAYS BEGIN WITH THE END IN MIND.
In closing, may I reiterate the Chinese proverb states, “Behind an able man, there are always other able man.”
