She was among the heads of 112 State Universities and Colleges (SUCs) and 78 Local Universities and Colleges (LUCs) who were present to sign the agreement which launched the implementation of Republic Act No. 10931, otherwise known as the “Universal Access to Quality Tertiary Education Act.”

The event was graced by no less than President Rodrigo Roa Duterte who afterwards addressed the crowd consisted of the HEI representatives, CHED and Unified Student Financial Assistance System for Tertiary Education (UniFAST) officials, and government personalities.

“Indeed, free quality tertiary education is a significant step towards building the capacity of our people, most particularly in improving the life of the underprivileged and the marginalized Filipinos,” he said.

On August 3, 2017, President Duterte signed RA 10931 into law which promulgates the government to shoulder the tuition and other fees of students enrolled in various SUCs, LUCs, and duly registered technical-vocational education and training programs.

Forty billion will be alloted for SUCs and the sharing per SUCs will be determined on a later date.

Student leaders, faculty, and staff of Camarines Sur Polytechnic Colleges convened for the first roll-out of the CSPC Young Leaders for Innovation on May 8 and 9, 2018 at the College Auditorium.

Mr. Wenson A. Gallaza, International Relations Expert of Rajamangala University of Technology Thanyaburi, led the two-day event as resource person who imparted significant insights on leadership and community involvement. The interactive activity kicked off on the afternoon of May 8 with an Opening Remarks given by Dr. Jose Ariel R. Ibarrientos, Director for Student Development Services, followed by an inspirational message from Dr. Dulce F. Atian, College President, who then introduced Mr. Gallaza to the participants.

Through a lecture, the resource speaker enlightened student leaders with significant points on innovative leadership and development of solutions to address real-world problems. Mr. Gallaza then led an activity on social innovation which mobilized the participants to visit a local community in San Isidro, Nabua, Camarines Sur. From there, they identified the current situation of residents and the dilemmas they encounter on a daily basis.

Upon returning to CSPC, the participants brought together their creativity and persistence in devising a solution based on the data they have gathered. The workshop went on until the evening and continued on the
second day.

After completing the prototypes, all pioneering groups presented the features of said outputs which earned the appreciation and commendations of College officials and Mr. Gallaza himself.

A closing program was finally conducted to wrap up the event. Gene Harvey Amoroso, a staffer of The CSPC Spark and an awardee of the 2018 Ten Outstanding Students of Bicol, was among the participants who considerably gained from the experience.

“I learned how to maximize my potentials. I’m so amazed by the proponents of various inventions who transformed raw materials into something that is beneficial, especially to the less fortunate,” the incoming fourth year BTTE student said.

“Sir Wenson taught us how to utilize our minds to make positive impact to the community,” he added.
